Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress


Concerns about the Navy's prospective ability to afford its long-range shipbuilding plan, combined with year-to-year changes in Navy shipbuilding plans and significant cost growth and other problems in building certain new Navy ships, have led to strong concerns among some Members about the status of Navy shipbuilding and the potential future size and capabilities of the fleet. H.Res. 477, introduced on May 21, 2009, directs the Secretary of Defense to transmit to the House of Representatives the FY2010 30-year shipbuilding plan, as required by 10 USC 231. On June 19, 2009, the House Armed Services Committee reported favorably on H.Res. 477 with an amendment (H.Rept. 111-167 of June 19, 2009). Section 1013 of the FY2010 defense authorization bill as reported in the Senate (S. 1390) expresses the sense of the Senate on achieving and maintaining the Navy's planned 313-ship fleet.
