Iran Sanctions
A particular focus of Iran-related legislation in the 111th Congress has been to expand the provisions of the Iran Sanctions Act (ISA) to apply to sales to Iran of gasoline and related equipment and services. ISA, in its current form, has caused differences of opinion between the United States and its European allies ever since its adoption in 1996 because it mandates U.S. imposition of sanctions on foreign firms. The Administration has sought to ensure that the congressional sanctions initiative does not hamper cooperation with key international partners whose support is needed to adopt stricter international sanctions. Still, the growing sentiment in the United States and Europe for additional international and national sanctions against Iran has caused some major international firms-some foreign subsidiaries of U.S. firms and some completely international firms-to pull out of the Iranian market in order not to jeopardize their businesses in these larger markets.
