Army Corps Supplemental Appropriations: Recent History, Trends, and Policy Issues
This report provides analysis of Corps supplemental funding. Its focus is recent supplemental funding provided directly to the Corps. Separately, the Federal Emergency Management Agency (FEMA) has extensive authority to assist and coordinate disaster response actions under the National Response Framework, and receives significant regular and supplemental appropriations for this work.1 While the Corps performs work under some mission assignments for FEMA (i.e., funded by FEMA, under FEMA's direction), that work is not considered in this report.
