The First Day of a New Congress: A Guide to Proceedings on the House Floor
This report explains House floor activities during the first formal session of a new Congress, and it serves as a guide for those participating in or watching these proceedings. The House is not a continuing body. Article 1, Section 2 of the Constitution sets a term of office of two years for all Members of the House. One House ends at the conclusion of each two-year Congress, and the newly elected House must constitute itself at the beginning of the next Congress. The House must therefore choose its Speaker and officers and adopt the chamber's internal rules of procedure every two years.
