Navy Surface Combatant Acquisition Programs: Oversight Issues and Options for Congress
The Navy in FY2005 plans to finish procuring Arleigh Burke (DDG-51) class destroyers and wants to begin procuring two new classes of surface combatantsa new destroy4er called DD(X), and a smaller surface combatant called the Littoral Combat Ship (LCS). These objectives, if implemented, would represent the most significant shift in Navy surface combatant acquisition since FY1985, when procurement of DDG-51s began. The issue for Congress is whether to approve, modify, or reject the Navys proposals for shifting surface combatant procurement from DDG-51s to DD(X)s and LCSs starting in FY12005. This report discusses these programs in depth, particularly with regard to oversight issues and options for Congress, and to potential linkages between the DD(X) and LCS programs. It provides background on Navy surface combatants and discusses potential oversight issues for Congress relating to the DD(X) and LCS programs. It presents options for Congress on these two programs. A final section presents recent legislative activity on the two programs.
