Small Business Set-Aside Programs: An Overview and Recent Developments in the Law

This report discusses the set-aside programs for small businesses under the Small Business Act of 1958, as amended, and the Veterans Benefits, Health Care, and Information Technology Act of 2006, as well as decisions by the Government Accountability Office (GAO) and U.S. Court of Federal Claims in 2010-2011 interpreting these statutes and the regulations implementing them. These set-aside programs provide numerous contracting "preferences"-including restricted competitions, sole-source awards, and price evaluation preferences in unrestricted competitions- to eligible small businesses.
