Cuba: U.S. Restrictions on Travel and Remittances
In the first session of the 110th Congress, two Senate Appropriations Committeereported versions of appropriations bills - H.R. 2829 and S. 1859 - had provisions easing restrictions on travel to Cuba for the marketing and sale of agricultural and medical goods, but ultimately these provisions were not included in the FY2008 Consolidated Appropriations Act (P.L. 110-161). In the second session, the House Appropriations Committee approved its version of the FY2009 Financial Services and General Government Appropriations bill on June 25, 2008, with provisions that would ease restrictions on family travel to Cuba. The bill would allow for such travel once a year (instead of the current restriction of once every three years), and would permit such travel to visit aunts, uncles, nieces, nephews, and first cousins (instead of the current restriction limiting such travel to visit a spouse, child, grandchild, parent, grandparent, or sibling).
