Cluster Munitions: Background and Issues for Congress
Cluster munitions are air-dropped or ground-launched munitions that release smaller submunitions to kill enemy personnel and destroy vehicles. Cluster munitions are stockpiled by many nations. These munitions have been widely criticized internationally for causing a significant number of civilian deaths. Efforts have been undertaken to ban and regulate their use. The Department of Defense continues to view cluster munitions as a necessity but has instituted a policy to reduce the failure rate of cluster munitions to 1% or less by 2018.
